high CPU in side with videos

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:52.0) Gecko/20100101 Firefox/52.0

Steps to reproduce the problem:
probably change the browser to rtl lang (hebrew, arabic) 

What is the expected behavior?

What went wrong?
Browse in facebook and youtube is very slow compare to the last version
the CPU is on 100% or more in this tabs

I found that I'm not the only one, and that this bug happens
 to RTL users:

some people say there that changing the language to ltr language fix there problem, I try to change my browser lang but there isn't a option to "show chrome in this language" in my settings...
some people said that downgrade the chrome to version 60 also solve it

Did this work before? Yes 60

Unable to reproduce the issue on stable 61.0.3163.91 and on latest canary 63.0.3215.0 with ubuntu trusty 14.04
with the mentioned steps:

1. Launched chrome in arabic from terminal with the command LANGUAGE=ar google-chrome
2. Navigated to YouTube.com , BBC.com and tried playing videos. There was no delay.

@Reporter: Are you able to reproduce this issue in incognito mode as well? Please recheck this issue by creating a new profile under chrome://settings with out any apps or extensions in your browser.

I try in guest mode (without any extensions) and youtube still was very slow
for example, I type in the search and the text appear with long lag. 
I check also in other browser, they work great...
facebook is worst. when I try to write a comment I wait 10 sec until it let me start typing, and even than I need to wait 5 sec and more until the text appear.
before version 61 everything work smoothly.
I use laptop with 12GB ram, 128GB SSD and i5-2520m.

I browse in hebrew forum and someone said there that it happened only in site with "direction: rtl;", I check that - youtube in english work great.

I open chrome with:
LANGUAGE=en LANG=en google-chrome --lang=en-US,en
on linux
the bug still exist if the site is RTL

Any RTL site (e.g. he.wikipedia.org ) even without any video ?  Or, it's only an issue with Youtube or other video embedded in RTL pages.  Could you give us examples?
