The title of a web notification with an RTL title on a LTR locale is cropped |

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. Use Chrome in English (United States) locale. 2. Go to some website, for example, google.com. 3. Open the Developer Tools. 4. Enter in the console - Notification.requestPermission() 5. Accept the permission request, if any. 6. Enter in the console - new Notification("שלום") What is the expected behavior? No text is cropped. You see שלום. Everything is flawless. What went wrong? You only see ם. Did this work before? N/A Chrome version: 60.0.3112.113 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:

This is some sort of a regression. Chrome 59 and earlier do not show the x and settings buttons on the notification unless you hover over the notification with the mouse cursor, while Chrome 60 and later do. So while the bug existed before Chrome 60, it was not shown this way without hovering over the desktop notification with the mouse cursor.

Finnur, please can you see if this still reproduces on Windows? (Doesn't repro on Linux - I just tried). While shipping native notifications on Windows should fix this for everyone on Windows 10+, I think we should still make sure this gets fixed in the message center, because sounds like this bug makes RTL notifications barely usable.
