Floating window display always in the bottom of the layout for Gesture swiping

version 60.0.3112.114 (officail build) unknown (64 bit)
Platform  9592。91。0 （official build) dev-channel clapper test 
Firmware Google_Clapper.5216.199.7

Steps:
1. Switch to US keyboard compact layotu
2. Enabled gesture feature
3. Swipe finger in layout 

Actual:
Popup floating window always display bottom of the screen , refers to
60version.mp4. 

Note:
In  59.0.3071.82 
9460.57.0 beat-channel kevin  , this issue not repro, pop up floating window display upper the layout,can see it clearly,
