Regression : [Devtools] Text caret is not seen in 'Filter' text field for the first instance.

Chrome version : 63.0.3213.3 (Official Build) 4e4b7b10a922c89dcbcfec4b1f5bda7300fedb2d-refs/branch-heads/3213@{#5} 32/64 bit
OS : Windows (7,8,10), Linux(14.04), Mac(10.11.6, 10.12.3, 10.12.5)

What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. In 'Styles' tab, click on 'New Style Rule' (+) icon and then click inside 'Filter' text field.
3. Observe the text caret inside 'Filer' text field.

Actual Result : Text caret is not seen in 'Filter' text field for the first instance.

Expected Result : Text caret should appear in 'Filter' text field when clicking inside it for the first time.

This is a regression issue broken in ‘M-62’ and will soon update remaining information.

Using the per-revision bisect providing the bisect results,
Good build : 62.0.3181.0 (Revision:493198).
Bad build : 62.0.3182.0 (Revision:493619).

You are probably looking for a change made after 493603 (known good), but no later than 493604 (first known bad).
