Poor UI design: Menu does not look like menu

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:55.0) Gecko/20100101 Firefox/55.0

Steps to reproduce the problem:
1. Open bookmarks manager.

What is the expected behavior?

What went wrong?
The menu in the bookmarks manager does not look like a menu at all. It looks like the header of a list that will be sorted according to some criteria.

Did this work before? N/A 

Chrome version: 60.0.3112.113 (Developer Build) Built on Ubuntu , running on Ubuntu 17.04 (64-bit)  Channel: stable
OS Version: Linux dash-MacBookAir 4.10.0-33-generic #37-Ubuntu SMP Fri Aug 11 10:55:28 UTC 2017 x86_64 x86_64 x86_64 GNU/Linux
Flash Version: 26.0.0.151 /usr/lib/pepperflashplugin-nonfree/libpepflashplayer.so

I know it's hard to argue UI ideas, but it's incredibly confusing. It's not consistent with other menus, it does not show a button appearance on hover, and it closely resembles a different kind of UI element (by design and by location).

Can you please attach a screenshot of what you are exactly mean? Thanks in advance. 
See the attachment. There's two columns. Because each word in the "menu" appears aligned with each sub-pane in the split pane, they look like column headers. The arrow, in that sense, would be interpreted as "sort by" (which doesn't make sense if you think about it, but UIs need to be intuitive and effortless).

When I hover over them (I had the mouse over "Organize" when I took the screenshot), they do not show a border or any indication that they are clickable.

Status: WontFix (was: Untriaged)
Mac triage: MD bookmarks is enabled by default on all platforms since 938f8745e3a3a85335413078f28a11b2768cc371 (2017-09-07) and the pre-MD bookmarks UI is no longer supported afaik. This bug only appears in the pre-MD bookmark UI, so this bug is WontFix.
