PDFs without a filename extension cannot be saved

Issue description

Chrome Version: 60
OS: Windows and CrOS

What steps will reproduce the problem?
(1) Open page that serves a PDF
(2) Try to save it

What is the expected result?
It saves

What happens instead?
Save fails if file extension is not specified

Please use labels and text to provide additional information.

Written OS's are incorrect, originally reported on Mac and Chrome.

Works as intended on both:
Chrome Browser: 60.0.3112.113 (Official Build) (64-bit) (Mac)
Chrome OS: 61.0.3163.103 (Official Build) (64-bit) 

Initially reported Chrome Browser: 60.0.3112.113 (Official Build) (64-bit), but seems to have been fixed since.
