I don't think this is likely to be related to Play Protect, and there's no connection between webview and bluetooth.

In Android 7 and up, we merged WebView into Chrome to save you redundant updates, and WebView is disabled by default because of that (since otherwise it would still update and waste your bandwidth and storage). It's normal that it's disabled and it doesn't hurt anything, and it definitely doesn't impact bluetooth. If you want to test that for yourself, disabling Chrome will automatically re-enable WebView, but I don't expect this will make any difference and your problem with bluetooth is likely related to something else that we can't help with, sorry :/
