Update Noto fonts to 20170428 and ColorEmoji to 2.002

Noto Color Emoji: 2.002 supporting Unicode Emoji 5.0

TESET=emerge-${BOARD} notofonts fontconfig chromeos-fonts
TEST=Go to http://unicode.org/emoji/charts/full-emoji-list.html and see
if new Emojis in 5.0 such as U+1F931, U+1F9D9 are supported and matches
the Google column.
TEST=Go to https://en.wikipedia.org/wiki/Fula_alphabets#Adlam_alphabet
to see Adlam alphabet is shown.
