Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: Windows 10, set the system scaling to 175%. Now, save or download something (this brings up the download bar), and hover your cursor over the little upward pointing arrow of that item: notice it 'twitches' What is the expected behavior? What went wrong? I circled the button in red in attached screenshot Did this work before? N/A Chrome version: 61.0.3163.79 Channel: stable OS Version: 10.0 Flash Version:

Able to reproduce the issue on Windows 10 using chrome reported version #61.0.3163.79 and latest canary #63.0.3214.0. Issue in not seen in OS-Mac and OS-Linux. Can you try --enable-pixel-canvas-recording flag and see if this still repros?

Readjusting priority as this is claimed to have been a regression from 10 releases ago. On older builds, you can try --disable-per-monitor-dpi to see if it no longer repros. Generally you need at least two monitors of different DPIs for issues in the referenced CL.

comment 3, is this flag not available in stable channel? I can't find it. (I am not allowed to download chrome beta/dev/canary on this machine)

#5, it's just a command line flag, not in chrome://flags.

I just enabled pixel canvas and that seems to have fixed it, but it's also cause a new problem with it: when I hover the cursor over the downloaded item, the text either gets slightly taller or the font changes (I can't tell which).
