Opening chrome with chrome home doesn't open keyboard

Issue description

Not sure if it's wai, I open chrome with chrome home enabled, it opens new tab page with address bar at the top. This goes against the whole point of chrome home which helps users with large phones being able to click address bar with one hand. To type any address I need to click on the top of the phone again. But this only happens on NTP and not any other page.
Why not move address bar to bottom on NTP also?

I just realized the scrolling of address bar stops midway when a page is open in background. This doesn't happen in NTP. Maybe it's good to have that for being able to click on address bar

Regarding the behavior noted in #1 -- we open Chrome Home at full height if there are no tabs in the current model so that Chrome Home isn't shown over a blank white screen (this was a design decision back in M61 iirc). If there are 1+ tabs open in the current model, Chrome Home is opened at half-height.

Yep that is correct. This is currently WAI but we'll definitely take additional feedback like this into account.
