Touchpad fling doesn't work when touchpad scroll latching and async wheel events are enabled.

Chrome Version: 63.0.3214.0

What steps will reproduce the problem?
(1)Open google search and run a search query.
(2)Scroll and fling on the result page.

What is the expected result?
Fling must happen after scroll.

What happens instead?
The scrolling stops abruptly.

A GSB is sent to the main thread before transfering the fling curve.

When blocking or blockingAndPassive wheel event listeners exists, the
fling curve gets transferred to the main thread on first tick of the
animation. This cl makes sure that a GSB is sent to the main thread
before transferring the curve.

This sounds related to a touch fling bug that I reported today as  Issue 764820 , please check.
