Chrome://extensions: Manage kiosk applications button is missing

Issue description

Chrome OS Version: M62 (9901.12.0, 62.0.3202.18) dev build
Tested on dev channel caroline, wolfe device

Steps To Reproduce:
1. Login with as non-guest user 
2. Goto chrome://extensions
3. Select Developer Mode checkbox

Expected Result:
Manage kiosk applications option must be available

Actual behavior:
Manage kiosk applications button is missing

Is this bug report pertaining to the new MD Extensions UI? or the existing chrome:extensions UI?

If it's pertaining to the new MD extensions UI, it's not yet implemented and we're not launching MD extensions in M62.

I didn't even know this overlay existed.  +xiyuan who seems to have worked on it.
I made a new bug ( http://crbug.com/764943 ) to track implementing this for the new MD extensions, since I'm not sure if this bug is reported for the old UI or the new UI.

If someone confirms that this bug report is regarding the new UI, I'll mark as duplication.

Removing "linux" since kiosk is only supported on chromeos.

The button shows up only when consumer kiosk is supported on the device. And consumer kiosk is deprecated. https://bugs.chromium.org/p/chromium/issues/detail?id=670429#c18 contains a list of legacy devices that has it.

To confirm the theory, can you go to "chrome:version" and check --enable-consumer-kiosk is present on the command line? If the switch is not there, it means consumer kiosk is not supported for the device. Hence the button is not shown. If that is the case, this is a "won't fix".

So am I correct to say that we do not need to implement this UI in the new Material Design Extensions UI, since Chrome M55+ don't need to support it?
Even though '--enable-consumer-kiosk' flag is present, 'Manage kiosk applications' button is still not shown on chrome://extensions page. And, chrome://extensions page is still the old UI.

I verified on M-62 dev build (9901.12.0, 62.0.3202.18) sentry device.

Is the user the owner of the device? Only the owner can manage kiosk apps.
#8 observed for non-owner user.

Later when verified for the owner user, this button was enabled with '--enable-consumer-kiosk' flag present.
I believe this bug can be closed.

Thanks for verification. Closing as "won't fix" since this is expected behavior on old chrome://extensions page.

That is, the "Manage kiosk applications" button only shows up on devices with consumer kiosk enabled and only on owner.
