"Install OS update" to use Android apps notification does not go away in Cr61

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.53.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.80 Safari/537.36 Platform: 9765.53.0 (Official Build) beta-channel terra Steps to reproduce the problem: 1. Update to Cr61 on a chromebook. 2. Click notification area. 3. Prompted to "Sign out & sign back in" to use Android Apps. 4. Click "Sign out & back in" and be signed out. 5. Sign back in and notification returns, even if you clear the notification it comes back after every login. What is the expected behavior? After clicking "Sign out & sign back in" the notification does not come back. What went wrong? Constantly prompted to sign out and back in even though it does not change the whatever setting or value creates the prompt. Did this work before? N/A Chrome version: 61.0.3163.80 Channel: n/a OS Version: 9765.53.0 Flash Version: Shockwave Flash 27.0 r0 This is on a enterprise enrolled chromebook on the beta channel. Android settings for this user are: Android applications on Chrome Devices (beta): allow Account Management: unset. Unknown Sources: No policy set (default = allow install from unknown sources) Certificate Synchronization: No policy set (default - Disable usage of Chrome OS CA Certificates in Android apps) User setting for Google Play: Off

The notification is expected to pop up only when the user tried to launch an Android app (including Play Store, or the opt-in flow initiated by enabling Android apps in the settings.) Does it stay in the notification area without any user interaction? That's strange... > @igorcov, is Android apps supposed to work on M61 in enterprise ? If the enterprise impl prohibits Android apps to work, then we shouldn't see the Play Store icon in the task bar of the screenshot. If it allows Android apps to run, then sign-back-in should trigger the migration UI. I'm not sure which is the expected direction, but either way something look wrong.

The behavior is definitively inconsistent. It should either do both, allow migration and allow ARC for profile or neither. I will check/try to reproduce this. michael.kenning@ could you please attach the logs from the device here too? Those can be taken from chrome://net-internal -> ChromeOS -> Store debug logs. This happens because we receive no value from the server for migration policy. It is expected to be received all the time, just not landed on the server side yet. I will update the code on client anyway to make this consistent.

I got a confirmation from zhanlu@ that the server sends the policy all the time now. michael.kenning@ could you please let us know if the issue is still present, and attach the logs if that's the case? Thank you.

Hi, The message doesn't appear anymore. I tried to get the original device I found the bug on, but it was not available so I put another chromebook of the same model in the beta channel and it doesn't notify anymore. Build info: Google Chrome 61.0.3163.90 (Official Build) beta (64-bit) Revision 0 Platform 9765.63.0 (Official Build) beta-channel terra Firmware Version Google_Terra.7287.154.80 Customization ID ASUS-TERRA2
