[Chrome home] Overflow menu sometimes empty

Chrome Version: 62.0.3202.12
OS: Android

What steps will reproduce the problem?
(1) Open up clank
(2) Navigate to page
(3) Open 3 dots menu

What is the expected result?
See overflow menu items

What happens instead?
Only see user education about new location for downloads with no overflow menu items (see attachment)

This has happened several times, but not consistently.

Per issue 764459, it looks like this happens when battery saver is on.
