Regression:Cancel/Remove button is not seen on touchbar when 'Remove from chrome' dialog is opened.

Issue description

Chrome Version: 61.0.3163.79 (Official Build) 2bd57c7d956c47bc51eff132dd114136ec0a6db7-refs/branch-heads/3163@{#1092} (64-bit)

OS: MAC(Touch Bar 10.12.1).

Steps to reproduce:
1.Launch chrome and go to chrome://apps.
2.On any application right click and select 'Remove from Chrome'
3.Long press on remove/cancel button and observe.

Actual Result: Cancel/Remove button is not seen on touchbar when 'Remove from chrome' dialog is opened(Button is seen on touchbar only when Cancel/Remove button clicked with mouse.) 
Expected Result: Cancel/Remove button should be seen on touchbar when 'Remove from chrome' dialog is opened.

This is Regression Issue seen from M-58 and below is the bisect.

Manual Bisect:
Good Build: 58.0.3021.0
Bad Build: 58.0.3023.0

Note : Unable to narrow down the range using old/new bisect script since the original issue in not reproducible on chromium builds, hence assigning the issue through CL.

Note: Retested the above issue on Latest Stable #61.0.3163.100 and fix is working as intended.

Issue is not observed on Latest Canary #63.0.3223.0.
