[Dice] Use single session signout |

Issue descriptionWhen logging out, Dice should use single-session signout. Deleted accounts should be kept but marked as "tombstoned", so that the remaining accounts are not re-numbered. The tombstoned accounts can be deleted for real on the next Chrome restart, at which point the Gaia cookie has to be rebuilt from scratch (with the potential side effect of breaking URLs in open tabs).

Update: tombstoned accounts should not be deleted on Chrome restart. They should be kept as long as we don't need to rebuild the cookie.

I'm pretty sure this is not blocking, and we might not even do this (and do OAuth multilogin instead).
