Same copied link is not displayed in suggestions as “Link that you copied” after clearing browsing data

Issue description

App Version: 62.0.3202.16 beta
iOS Version: 10.3.3, 11 beta 10
Device: iPhone 7, iPad Air

Steps to reproduce:
  1.  Launch chrome.
  2.  Open any URL (Ex: facebook.com) and copy the URL.
  3.  Open New Tab --> Tap in Omnibox.
  4.  Chrome Menu --> Settings --> Privacy --> Clear Browsing data/
  5.  Open the same URL opened at Step 2 and copy the URL.
  6.  Open New Tab --> Tap in Omnibox
  7.  Open any other URL and copy the URL
  8.  Open New Tab --> Tap in Omnibox 
 
Observed results:
At Step 3: Link that you copied is displayed in suggestions
At Step 6: notice that copied link is not displayed in suggestions as “Link that you copied”
At Step 8: Link that you copied is displayed in suggestions

Expected results:
At Step 6: Copied link should be displayed in suggestions as “Link that you copied”

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: No
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version):  Yes on M61
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes

For what it's worth, Android avoids this issue by remembering the timestamp of the last time the clipboard was changed.  After browsing data is cleared, we suppress the suggestion from that particular timestamp until Chrome was notified of a cut/copy event again.  It's okay if the new cut/copy clipboard contents was the same as the old contents; the user clearly wanted to put that text in the clipboard (possibly in order to paste it / see a suggestion for it).

I'm not sure how easy this is to do with iOS's clipboard ("pasteboard") notification systems.

Expanding on my comment #4, it's certainly possible to do this.  Probably not particularly important.  Marking as available.
