clearing web app/site data via android settings hangs app

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. android
2. -> settings
3. -> apps
4. -> chrome
5. -> storage
6. -> manage space

What is the expected behavior?
app remains interactive, making it clear to the user that it is doing something

What went wrong?
the app hangs while the storage is calculated...for web apps/sites with lots of data, that can take a while, and android things the app has permanently hung, prompting the user to kill the app or wait/etc.

Did this work before? N/A 

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 26.0 r0

to properly see the problem, you might need to use an app that uses a lot of storage (mine has >20MB, it seems).

Once the user has waited for the results of the storage to be computed/displayed, and presses the 'manage' button, the user has to wait again, with the same 'wait/kill' dialog from Android.

Tested the issue on Chrome Stable# 60.0.3112.116 on Samsung J710 & ONE A2003 (Android 6.0.1) and Pixel (Android 8.0.0) and could not reproduce the issue.

Was able to navigate to manage space, free space, clear cache and could not reproduce the issue.
Could you please let us know if i have missed anything and if possible please provide us a screen cast of the issue which would help us triage further.

I would imagine it is because you aren't visiting a site/app that uses enough storage. Having said that, it does seem to be somewhat variable per device. I've tried it on Nexus 5 (6.0.1), and VKWorld F1 (5.1), and the result is somewhat better than I had been seeing. It was totally reproducible when I filed the report...of course. I'll report if I see it again.
