getUsermedia fails in pop-up window after clear browser data

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. go to https://webrtc.github.io/samples/
2. clear browsing data (just Cookies and other site data the past hour)
3. open console
4. execute window.open("https://webrtc.github.io/samples/src/content/getusermedia/gum/", "gum", "width=500,height=500,top=100,left=500")

What is the expected behavior?
getUserMedia works in pop-up window

What went wrong?
getUserMedia error: NotFoundError

Did this work before? Yes 

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes

Chrome version: 61.0.3163.79  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

Able to reproduce the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.6 using chrome stable version #61.0.3163.79 and latest canary #63.0.3214.0.
