Chromevox on Win 7 doesn't read entire aria-live section despite adding aria-atomic="true" attribute

Issue description

Chrome Version       : 61.0.3163.79
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5: OK
  Firefox 4.x:
     IE 7/8/9: OK

What steps will reproduce the problem?
1. Enable Chromevox)
2. Open test-aria-live-v3.html
3. Click on "Test Link"
4. Listen to Chromevox reading the newly displayed text. Cvox stops reading around "France" line.


What is the expected result?
Cvox should read the entire as I added the aria-atomic="true" attribute.

What happens instead of that?
Cvox stop reading around the "France" line.


Please provide any additional information below. Attach a screenshot if
possible.

I was able to replicate this issue only on Win 7 using Chrome / Chromevox. 
I tested the same scenario on multiple OS - Win 8.1, Win 10, Mac and the only combination that exhibits this issue is Win 7/Chrome - (ChromeVox 53.0.2784.5).

UserAgentString: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Unable to reproduce this issue on Windows 7 and Mac OS 10.12.6 using the latest stable 61.0.3163.91 and Canary 63.0.3216.0 with the below steps.

1. Launched Chrome and enabled the extension 'Chromevox' in chrome://extensions.
2. Opened the given .html file and clicked on the 'Test Link'.
3. Could observe that Chromevox is reading the displayed text and not stopping around 'France' line.

Request you to upgrade Chrome to the latest Canary and retry the issue.
Please update the thread in case of any issue.

Hi Susan,

I"ve upgraded Chrome to the latest version: Version 61.0.3163.91 (Official Build) (64-bit).
The Chromevox extension that I use is: 53.0.2784.5
Running on Win 7 Enterprise (SP1)
Win System is up-to-date  (latest check for updates performs this morning around 6AM).

I re-tested the attached file and the issue persists for me.

Due to system restrictions I am unable to install/test this issue using Canary 63.0.3216.0.

Is there any additional information needed from me that would help you replicate the issue on your end?

Retried the issue again on Windows 7 and Mac OS 10.12.6 using latest Canary 63.0.3218.0	 and latest Stable 61.0.3163.91 with ChromeVox version 53.0.2784.5, and could observe no issues.

As this issue is not repro at TE end, adding 'TE-NeedsTriageHelp' for further help in this issue and requesting Accessibility team to look into this issue.

Hello,

I have reproed this on Windows OS with NVDA screen reader using these steps:
# Launch Chrome and NVDA 
# Open test-aria-live-v3.html
# Click on "Test Link"
# NVDA does not read the new content. 

Also, we recommend using a native screen reader with Chrome such as JAWS, NVDA, VoiceOver, or TalkBack. We support ChromeVox in the Chrome OS operating system on Chromebooks. I am resolving this issue now due to these recommendations and merging the bug behavior into this bug:
