What steps will reproduce the problem?
(1)Sign into User -> Now click on Uber Tray -> Mute the Volume
(2)Now press 'Tab' button until focus is on Volume Icon -> Now again press 'Tab' button and observe for Focus on Volume slide bar (Please refer Video) and on next  Tab Focus is seen on 'Settings' Icon

Expected: Focus should be seen on Volume slide bar 
If it is intended change then after 'Volume Icon' Focus should be seen on 'Settings' Icon

Actual: Instead No focus is seen after 'Volume Icon' and again on pressing 'Tab' button Focus is on 'Settings' Icon

This is Regression issue as same is working fine in M-61 i.e. on 61.0.3163.87/9765.61.0 beta-channel Daisy

@tbuckley : Please confirm the Issue

Note:
1.Issue is also seen on latest M-63 Build
2.Issue is also seen If Volume is not muted.
