Unable to move focus through Tab Key on Bookmark bubble.

Issue description

Chrome Version:62.0.3202.18 (Official Build)7ba42bf8da38fd2a88b71bea05df3ebfd29ee96c-refs/branch-heads/3202@{#152} (64-bit)

OS: Mac(10.12.1 TouchBar, 10.12.5).

Steps to reproduce:
1.Launch Chrome, go to NTP and click on Bookmark Icon.
2.On bookmark overlay, press Tab and observe.

Actual Result: Unable to move focus through Tab Key on Bookmark bubble.
Expected Result: Should be able to move focus through Tab key on Bookmark Bubble.

This is Non-Regression Issue seen form M-45.

Note: The above issue is not reproducible on Win and Linux.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

[mac bug triage] On the Mac, tab-to-focus only works by default between textfields. To enable tabbing between all controls, go to the Shortcuts tab in the Keyboard pane of System Preferences and select All controls in the Full Keyboard Access section at the bottom.
