Drag and drop attachments from outlook mail onto a drag&draop upload component

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. open a mail in Outlook that contains an attachment
2. open www.dropzonejs.com
3. drag the attachment directly from the outlook mail onto the dropzone

What is the expected behavior?
the attached file is being uploaded

What went wrong?
nothing is being uploaded. dragging the same file from the windows explorer works flawless

Did this work before? N/A 

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I have tried a few older versions and it did not work there either. Additionally, When trying the same with Lotus Notes 9, it is a bit different. It uploads a file but with 0 bytes

still happens in release 61.0.3163.79

In Notes 9 a different behaviour can be seen compared to IE. When dragging to IE, the temporary file is created upon the drop event. Then dragging to Chrome, the temporary file is created upon the dragover but has 0 bytes.

Test scenario: running Chrome in a Sandboxie Container

it does not react when dragging a attachment from the (non sandboxed) Outlook into Chrome

drag&drop from (non sandboxed) Notes into Chrome works

Able to reproduce the issue on Windows 7,Ubuntu 14.04, Mac OS X 10.12.6 using chrome version #60.0.3112.113, #61.0.3163.100 and #63.0.3235.0

This is a Non-regression issue which is seen from M-50 chrome builds, Hence marking it as 'Untriaged' for further updates from Dev.
