Flash occur if touch the edge of Emoji layout

Issue description

version 60.0.3112.10 (officail build) unknown (64 bit)
Platform 9592.9.0（official build) dev-channel link test 
Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to any keyboard -> open Emoji layout
2.Touch anywhere of the two edges of Emoji layout

ACTUAL RESULTS
Emoji layout flashes.

Note:
This issue does not repro if touch anywhere of the two edges of HW layout
