Input tools icon in shelf bar display incorrectly

Platform  9592。91。0 （official build) dev-channel clapper test 
Firmware Google_Clapper.5216.199.7


Steps:
1.Switch to US Workman keyboard or US workman international keyboard 
2.Check shelf bar input tools icon

Actual:
It will display W , 
refers to screenshot

Expected:
Should be display WM and WMI

shelf bar doesn't have enough space.
It only allow to show one character.
