Can not switch to Hindi keyboard

version 60.0.3112.114 (officail build) unknown (64 bit)
Platform  9592。91。0 （official build) dev-channel clapper test 
Firmware Google_Clapper.5216.199.7

Steps:
1.Switch to any input tools (except Hindi keyboard)
2.Switch to Hindi keyboard 

Actual:
Can not switch to Hindi keyboard 
Still display original keyboard

Still repro in 9/14's updated version; (also repro with switch to Arabic keyboard)

It is ok in 61 version
