What steps will reproduce the problem?
(1) Open chrome://downlaods
(2) Long tap on a downloaded file

What is the expected result?
It starts dragging operation?

What happens instead?
It opens a context menu


Long tap on web page generally just opens a context menu. The question is if we should override the long tap behavior on the download page to support drag and drop files by touch.
