[Code cleanup] clean up viewport_aware and computed_viewport_aware

We have two states related to viewport_aware.
With the new hierarchy design, there are opportunities to clean up the two states.
The clean up should ideally get ride of hack in:
https://chromium-review.googlesource.com/c/chromium/src/+/661260
It should also fix another exiting bug when computing inherited compute_viewport_aware state.
