[Component Request] Internals>Storage

Issue description

Requesting the following two new components:

1) internals>Storage>leveldb
2) internals>Storage>SQLite

If a component owner is needed then jsbell@ should be the owner.

Please create the bug tracker component Internals>Storage, and set up pwnall@ as the owner.

2] Parent Component (e.g. Blink, UI>Browser, etc...): Internals

3] Description of Component: Bugs for libraries underlying storage features, such as crc32c, leveldb, snappy, sqlite.

4] Admin/ Owner: pwnall@

5] Please specify what triage practices will be followed for the component
(i.e. what team will do it and how frequently).

The storage team will monitor this as part of it's weekly triage routine.

I think I should own the components, as it'll make bug assignment smoother :)

I discussed this a bit with jsbell@ -- I think it'd make more sense to have a single Internals>Storage component. We'd use it for crc32c, leveldb, sqlite, and snappy. I'll update the bug description.

Really sorry for the confusion!
