Move away from WATCHLISTS and towards Gerrit subscriptions

WATCHLISTS are poorly implemented, have lots of problems (like re-CCing people after they've removed themselves from a change, or CCing old people if someone uploads a change from an old checkout), and are now made redundant by the existence of subscriptions in Gerrit.

Let's use those instead.
