This is a tracking bug that all other bugs regarding slow pushes to Gerrit can be duped into.

The GoB team is working on this, and tracking their work in b/64967629

The buganizer bug is marked as fixed, with the last comment saying "The rollout should make it to prd.gerrit_acl.backend everywhere by the time MTV wakes up".

Anecdotally, I just uploaded a change to Gerrit and it was very fast! Huge change compared to the last few weeks.
