computer glitch

Issue description

Chrome Version       : <Copy from: 'about:version'>
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1) restart
(2) reboot
(3)

What is the expected result? fixed


What happens instead? still glitching 


Please provide any additional information below. Attach a screenshot if

Tested the issue on Windows 7 and Mac OS 10.12.6 with latest stable 61.0.3163.79 and canary 63.0.3212.0 with the below steps.

1. Rebooted the system and launched chrome. Chrome is launched without any issues.
2. Entered chrome://restart in omnibox, could observe that Chrome is restarting without any issues.

Can you please retry the issue on a new Chrome profile without any flags/extensions and update the thread if you see any issue.

Hello, I am just removing the Accessibility component since I don't see evidence of assistive technology in use. Thanks! - Laura 
justlikemellie@ Retried the issue again on the latest Stable 62.0.3202.94 and Canary 64.0.3277.0 and unable to reroduce this issue.

Can you please retry the issue on latest Chrome builds and provide an update?

It's not clear what is "glitching" here.  (I don't understand this bug report.)
