Issue description
Chrome Version : <Copy from: 'about:version'>

Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1) restart
(2) reboot
(3)
What is the expected result? fixed
What happens instead? still glitching

possible.

justlikemellie@ Retried the issue again on the latest Stable 62.0.3202.94 and Canary 64.0.3277.0 and unable to reroduce this issue. Can you please retry the issue on latest Chrome builds and provide an update? Thanks.
