USB mouse and keyboard periodically disconnect in docked mode.

Issue description

Chrome Version: 61.0.3163.80 beta
OS: cros x86_64 9765.53.0 samus

What steps will reproduce the problem?
(1) Connect device to a USB-C dock (Plugable ud-ultcdl) with extended desktop on internal and external display
(2) Close the laptop lid to enter docked mode.
(3) Do stuff. Doesn't matter what.

What is the expected result?
Stuff happens.

What happens instead?
About once per minute my keyboard (Kinesis advantage 2) and Mouse (evoluent left handed vertical mouse) will stop responding for several seconds. When this happens the light on my mouse goes out.

Usually, each disconnect event is a double-pulse. That is, it'll stop working for a few seconds, start working again for a few seconds, then stop again before recovering for a minute or so.

The weird thing here is that this ONLY happens in docked mode. If I leave the laptop open everything is fine.

I'm marking this RBS until we can confirm it isn't a general issue with docked mode.

It's very possible that this is just a hardware issue on my samus caused by noise when the lid is closed. I'll try swapping out with another device tomorrow and see if I can repro.

Status: WontFix (was: Untriaged)
Brought in my other samus to test this morning and can't get it to connect to my dock at all.

I'm guessing that my setup is hosed enough that filing bugs isn't really meaningful. I'm going to close this one out.
