have tested this issue:

What steps will reproduce the problem?
(1)page won't load
(2)Chrome OS update runs and completes
(3)Page still won't load, chrome updates again

What is the expected result?


What happens instead?
system requirements are not compatible with chrome (but works on other computers)

Please provide any additional information below. Attach a screenshot if
possible.
We are a school that has about a few dozen chromebooks and the majority will not load the above page but a few will.  It seems as if the updates are not completing correctly.
