Why marlin or sailfish? There are O images for bullheads available, and we can easily spare a few of those from our main N5X pool.

Could you also add webview_instrumentation_test_apk? There are critical tests that we need in place to protect new webview features (e.g. AwAutofillTest).

Labeling as M64 for now, but would be great if it can be done by M63. Thanks.

Correct oreo phone device os to make it in line with build36-b4.

Previously oreo phone tester tests cannot be run because it
cannot find a swarming bot that has device os that matches
what test configuration specifies.

In this cl, I change the test configuration to find phones that match
the os of phones of build36-b4.
