Control Elements are "jumping" while hovering over them

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. Hover over one of these buttons

What is the expected behavior?
No jumping effect

What went wrong?
Control elements are moving

Did this work before? Yes 59

Chrome version: 61.0.3163.79  Channel: stable
OS Version: 
Flash Version: 

The gif isn't perfect as it moves horizontally too but I guess it's noticeable that the reload buttons moves a bit upwards

I wasn't able to reproduce the issue with latest Chrome stable(61.0.3163.79) on ubuntu 14.04Lts, when I hover over back/forward and refresh buttons I don't see any jumping or flickering effect.


 tonyspegel@ can you please let us know the GPU details to make sure this is specific to certain type of GPU cards.
Sure I'm on Ubuntu 16.04 using a Intel HD 530 + nVidia GeForce GT 940MX.
Also noteworthy my system has a resolution of 2560x1440px but I'm using it at 1920x1080 (maybe a downscaling issue?)

Need some more details?

Unable to reproduce the issue on Ubuntu 16.04 using chrome reported version #61.0.3163.79  and latest dev #62.0.3202.9.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened chrome browser.
2. Navigated to www.wikipedia.org.
3. Hovered on back arrow and refresh button.
4. Observed no jumping effect as expected.

tonyspegel@ - Could you please check this issue on latest dev #62.0.3202.9 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

 Issue 763578  has been merged into this issue.
Tried this on the latest dev.-version: 62.0.3202.18 and the bug remains.

I bet this is an issue when system scaling is not 100%, 200%, 300% etc.. On Windows 10, when system scaling is 175%, I'm seeing the same issue during mouse over.

Able to reproduce this issue on Windows-10 using chrome latest stable #61.0.3163.79 after scaling the font size to 175%.

You are probably looking for a change made after 473191 (known good), but no later than 473201 (first known bad).

I can repro with --force-device-scale-factor=1.75 and I suspect it's because adding a layer for the hover effect forces pixel alignment. Presumably this will be addressed by oshima's scalable views work and in the past it's been recommended that I hold off working on fractional scale issues until that's done. Oshima, please assign back to me if this is not the case.

This is fixed with pixel canvas enabled. It is enabled by default on CrOS and will be enabled on other platforms in the future.

Can you specify what "future" roughly means? Because it's still broken in the latest release.
So far this feature will be launched on ChromeOS only for M63. If there are not too many bugs and issues it will be launched on linux and windows in the following milestones.

**Mass UI Triage**

This issue is still reproduced on  Windows-10 from M60 to latest canary-72.0.3616.0.Could some one from dev please take a look.
