All open tabs and all new tabs went black after a while

Reported by vanjicas...@gmail.com, Sep 11 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. opened a large amount of tabs
2. chrome was opened for a few days
3. all tabs went black, when creating a new tab, that tab is also black
4. refreshing the tab does not fix the issue and all clickable content (links, text box/area) is still clickable (even though it is not visible on the page)
5. dragging the tab into a new chrome window fixes the issue with that tab, all of the remaining ones are still black

What is the expected behavior?
Tab content is visible

What went wrong?
All the tabs and tab content went black after a while.
Refreshing the tab does not fix the issue and all clickable content (links, text box/area) is still clickable (even though it is not visible on the page)
Dragging the tab into a new chrome window fixes the issue with that tab, all of the remaining ones are still black
