Echo leakage due to non-realizeable gains in the echo suppressor

Issue description

The echo suppression gain in echo canceller3 is applied in using a filterbank and the filterbank performance limits the accuracy with how the echo suppression gain can be realized. In some scenarios, this causes the achieved echo suppression gain to be higher that is what required to reduce the echoes to a non-noticeable level.
 
 
[Re-triage] Is this an issue in Chrome? Is the prio correct? If so, what's the plan for fixing this soon?
