Steps to reproduce the problem:
1. Try to close Chrome by touching on the X on the title "bar"

What is the expected behavior?
close Chrome

What went wrong?
Nothing happens.
Same for minimize and restore button
Also impossible to move the window using touch

Worked fine in Chrome 60
(Sure wish Chrome did not auto-update and that we could downgrade... Stupid Google Chrome team... sorry, but this is REALLY frustrating !)
