2.7%-9.9% improvement in webrtc_perf_tests at 19730:19732

Please take a look, could these be caused by your commit: https://codereview.webrtc.org/3010653002

Since the behavior of fake network pipe changed, it's expected to see different results in all kind of tests, but are these as expected?
