Unable to drag multiple tab out from original window after pressing ctrl+shift on touch device.

Chrome Version:63.0.3212.0 Revision c3a3481c4b1b08775b477144d1d2873a2a3d9900-refs/heads/master@{#500792}(32/64 bit) 
OS:Windows 10 (Touch device)

What steps will reproduce the problem?
(1)Launch chrome and open 3-4 tabs(webpages)
(2)Press ctrl+shift tap on 1 tab,then other tab and drag out,observe

Actual: Unable to drag multiple tab out from original window after pressing ctrl+shift

Expected: Should be able to drag multiple tab out from original window after pressing ctrl+shift

This is a Non-regression issue seen from 'M45' series i.e 45.0.2404.0

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

This is most likely related to all the touch changes.
