Steps to reproduce the problem:
Can not prevent apps being used at Bed Time, or during school, or when other tasks need to be completed first before games can be played.

What is the expected behavior?
A security layer which Apps can register with. Once apps are register they then become part of approving access.

Access should cover items like:
- Be able to prevent an application from being started. e.g. Prevent games or non-education apps from starting.
- Be able to put an application to sleep. e.g. Games has been played for to long.  Maybe a icon which represents a list of apps which are locked out.
- Preventing the user from logging in
- Lock screen
- Record starts and ends a programe
- Web Filtering, Web URL recording
- Network Limits, e.g. data transfer limits on specific wifi networks. e.g. the it may prevent certain apps for having network access until the next day.
- Network Preferences. i.e. out of a list of WiFi networks available which one to select and also drop the current network connection for a high priority network.

For a school chrome book needs to allow parents still be able to set the above settings independent of the school.

What went wrong?
Need to be able to control Chrome Books usage, at home and at school.  Android seems to give enough tools to be able to do some of this in a limited fashion.  With Play store on Chrome Books, this needs to be implemented ASAP.  Which will allow 3rd parties to develop the control App which will use the new Security/Constrol API.

It would be nice if Chrome Books did have support for GPS, help finding lost Chrome Books.
