Regression: PDF page turns blank on Minimizing/Maximizing browser.

Chrome Version: 63.0.3212.0 (Official Build)c3a3481c4b1b08775b477144d1d2873a2a3d9900-refs/heads/master@{#500792} 32/64-bit.
OS: Windows 10.

What steps will reproduce the problem?
1. Launch chrome and go to above URL or any PDF page.
2. Minimize the browser by clicking on '-' icon at top RHS.
3. Now, click on chrome icon in task-bar to open it and observe.

PDF page turns blank.
PDF page should not blank. 

This is a Windows-10 regression issue, broken in M-62 series, will soon update other info.

Note: This issue is not seen on Windows (7,8), Mac and Linux OS.

Using the per-revision bisect providing the bisect results,
Good build : 62.0.3166.0 (Revision:489162).
Bad build : 62.0.3167.0 (Revision:489499).

You are probably looking for a change made after 489466 (known good), but no later than 489467 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
