Non-Regression:Emoji layout gets opened when clicking on 'Handwriting input' icon of Virtual Keyboard layout

Chrome Version: 63.0.3212.0/9930.0.0 dev-channel Daisy,Candy,Reks

What steps will reproduce the problem?
(1)Sign in to user >> Launch Chrome and Open chrome://settings/languages >>Input method and Click to Turn On the toggle button of 'Show input options in the shelf'
(2)In Input methods overlay,click on Emoji palette >>switch to keyboard layout 
(3)Now,click on 'Handwriting input' icon in the three dot menu of keyboard layout and Observe(kindly refer video)

Expected:Handwriting input layout should gets open when clicked on 'Handwriting input' icon in the three dot menu of keyboard layout
Actual:Instead,Emoji layout gets opened.

This is a Non-Regression issue seen from M-58

Note:Issue is not seen in Linux,Windows OS

I can't reproduce this issue on latest canary (63.0.3238.0, 10021.0.0). Is this still happening? Could you verify it?

Able to reproduce the issue on 63.0.3236.0/10024.0.0 dev-channel Candy,Peppy and Reks.
