OS: Windows 10 Touch device

Precondition :Enable 'Site settings with All sites and Site details' flag from chrome://flags.

Steps to reproduce:
1.Launch chrome and navigate to 'chrome://settings/content/cookies' and add any site under Block Cookies.
2.Tap touch on the sub-page arrow button for the site added.
3)Tap touch on 'Reset site settings' such that overlay appears, again tap on reset button and observe 

Actual Result : Drop down opens after tap touch on reset button under 'Reset settings for this site' Overlay.
Expected Result :Drop down should not open after tap touch on reset button under 'Reset settings for this site' Overlay.

This is Non-regression issue seen from 'M-62' i.e build #62.0.3168.0

Note: This issue is not reproducible on Linux and MAC
