Regression: Black Color scroll bar is seen while scrolling after running audits.

Issue descriptionChrome Version: 63.0.3212.0 (Official Build)c3a3481c4b1b08775b477144d1d2873a2a3d9900-refs/heads/master@{#500792} (64-bit) OS: MAC(10.11.1). Steps to reproduce: 1. Launch Chrome, go to open Devtools on NTP. 2. On devtools press F1, change Theme to "Dark" under appearance and run Audit completely. 3. Scroll the audit result with Up/Down arrow key(Keyboard). and observe. Actual Result: Black Color scroll bar is seen while scrolling. Expected Result: Grey scroll bar should be seen. This is Regression issue broken in M-61 and will soon update the bisect info. Good Build: 61.0.3162.0 Bad Build: 61.0.3163.0 Note: Issue is MAC(Touch bar) specific.
