while checking the mobile screen that is overlay with developer toolbar option tab.

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. Go to responsive check option(please choose one device like iPhone5 or iPhone6)
2. scroll up the developer tool tab 
3. mobile screen page overlay with developer tool tab 
option.
4.For better i have attached the image to understand the issue.

What is the expected behavior?
when i have checking the responsive thing if i scroll up the developer tool i will not get mobile screen overlay on the developer tool option tab.

What went wrong?
Mobile screen overlay with developer tool option tab.

Did this work before? N/A 

Chrome version: 61.0.3163.79  Channel: stable
OS Version: Windows 7

Tested in chrome # 61.0.3163.79 and Canary #63.0.3212.0 on win 7 and not able to reproduce the issue.Please find the screen shots for your reference.

@ manikandan: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.

Hi,

I have checked this issue for me it is reproducible. can you please enable show device frame option from the more options and check that issue.i have attached the screen shot for your reference.
