Unable to resize DevTools window on touch device

Chrome Version : 63.0.3212.0 c3a3481c4b1b08775b477144d1d2873a2a3d9900-refs/heads/master@{#500792}(32/64 bit)
OS:Windows 10(Touch device)

What steps will reproduce the problem?
1.Launch Chrome and open any webpage
2.Touch-hold on page to open context menu
3.Tap on 'Inspect' from context menu to open DevTools window
4.Touch and try to resize the DevTools window

Actual: DevTools window couldn't be resized.
Expected: DevTools window should be resized.

This is a non-regression issue, seen from M-45 series from build #45.0.2404.0.
