desktop-pwas: ChromeOS should show App Icons in alt-tab switcher

Issue description

When using desktop PWAs, it's difficult to distinguish between apps in the alt-tab switcher.

The main way to tell the difference between a browser and an app is that Chrome has 'Chrome - <Page title>'. All other apps use their page title which can be confusing (e.g The file manager uses the current folder as its title). Although the mini-screenshots can be used to differentiate identity sometimes, given that many sites have similar looks and feels, it would be easier to read an app icon.

In order to give a consistent, parseable identity to each app in the task switcher, we should show the App Icon in the task switcher. I think the Chrome windows should get the Chrome icon and all apps should get their app icon.

Is there any objection to doing this?

we don't plan on showing app icon in alt-tab switcher. I'll mark it as won't fix for now.

ovanieva: Could we try this behind the flag and see what it feels like in the context of DPWAs? (We would own this on the DPWA team.) Assigning to you to make a (maybe or no) decision. If "maybe", assign to calamity. If "no", mark WontFix again. Thanks!
