Keyboard abnormal if open HW/Emoji layout from opt-in menu

version 60.0.3112.10 (officail build) unknown (64 bit)
Platform 9592.9.0（official build) dev-channel link test 
Firmware Google_Link.2695.1.169


REPRO STEPS:
1.Switch to XKB/Pinyin/Zhuyin(it's compact layout by default)
2.Checked <Show input options in the shelf>
3.Open opt-in menu in shelf 
4.Click HW/Emoji icon
5.Click <Back to Main keyboard> button
6.Open the language menu list

ACTUAL RESULTS
5.1 The keyboard changes to be full layout
6.1 There's no "Switch to compact layout" selection appear

Tried more and found a difference:

REPRO STEPS:
1.Switch to XKB/Pinyin/Zhuyin, open the language menu, switch to full layout
2.Checked <Show input options in the shelf>
3.Open opt-in menu in shelf 
4.Click HW/Emoji icon
5.Click <Back to Main keyboard> button
6.Open the language menu list, select "Switch to full layout"

ACTUAL RESULTS
5.1 The keyboard changes to be compact layout
6.1 The keyboard goes to the HW/Emoji layout
Comapct layout then click Emoji from opt menu.mp4

Partly fixed on the 0921's  version, below issue still repro:

Still repro on the 10/24's updated version with below steps.
